Jon Brumley

Jon Brumley is Chairman of the Board of Encore Acquisition Company and Encore Energy Partners. Brumley began his career in the oil and gas industry as a risk analyst with Southland Royalty Company in 1967.

In May of 1998, Brumley and his son, Jon S. Brumley, along with three other partners, co-founded Encore Acquisition Company. The Company went public on March 8, 2001, and is currently listed on the NYSE under the symbol EAC. In September of 2007, Encore Acquisition Company formed Encore Energy Partners. The master limited partnership is listed on the NYSE under the symbol ENP.

Brumley has had a significant role in forming eight corporate entities, seven of which are still trading on the NYSE. The seven are Permian Basin Royalty Trust (PBT); San Juan Basin Royalty Trust (SJT); XTO Energy, formerly Cross Timbers Oil Company (XTO); Cross Timbers Royalty Trust (CRT); Pioneer Natural Resources (PXD); Encore Acquisition Company (EAC); and Encore Energy Partners (ENP).




John Felmy

John Felmy is Chief Economist of API. He is responsible for overseeing economic, statistical and policy analysis of the Institute. He has over twenty-five years experience in energy, economic and environmental analysis. He received Bachelors and Masters in Economics from The Pennsylvania State University and a Ph.D. in Economics from The University of Maryland.

John is a member of several professional associations including the American Economics Association and the International Association for Energy Economics

Dr. Michot Foss directs and conducts research, specializing in the energy value chains and associated investment frameworks; advises US and international energy companies; publishes and speaks widely on energy issues; and provides public commentary and testimony to governments. Areas of emphasis include upstream/midstream natural gas/LNG, upstream oil, CCS and climate economics, electric power generation fuels, national oil companies, scenarios and outlooks. In addition to Texas and the US, the Dr. Michot Foss and CEE team members have experience in Canada and Mexico; South America; Russia and the Caspian; Western Europe and Turkey; West Africa; and East Asia. In 2006, Dr. Michot Foss was chosen a Senior Fellow by the US Association for Energy Economics for her contribution to the profession and association. She was selected one of the Key Women in Energy-Americas (2003). She was the 2003 president of the International Association for Energy Economics and 2001 president of the USAEE. Among others she is a member of the Council on Foreign Relations; Association of International Petroleum Negotiators (AIPN); the Scientific Council, 50th Anniversary of ENI Commemorative Encyclopedia of Hydrocarbons. She serves on the advisory board of Consumer Energy Alliance, the advisory board of the Women's Global Leadership Conference in Energy & Technology, the Board of Directors of AIPN and the editorial board of the International Journal of Regulation and Governance. She holds degrees from University of Louisiana-Lafayette, Colorado School of Mines, and University of Houston. CEE-UT has been named a finalist in the World Oil Awards competition for best outreach program in both 2006 and 2007.

The Global Energy Market: Geopolitical and Financial Risks

Amy Myers Jaffe, a Princeton University graduate in Arabic Studies, is the Wallace S. Wilson Fellow in Energy Studies at the James A. Baker III Institute for Public Policy and associate director of the Rice University energy program. Jaffe's research focuses on the subject of oil geopolitics, strategic energy policy including energy science policy, and energy economics. Jaffe is widely published in academic journals and numerous book volumes and served as co-editor of Energy in the Caspian Region: Present and Future (Palgrave, 2002) and Natural Gas and Geopolitics: From 1970 to 2040 (Cambridge University Press, 2006). Jaffe served as member of the reconstruction and economy working group of the Baker/Hamilton Iraq Study Group, as project director for the Baker Institute/Council on Foreign Relations task force on Strategic Energy Policy, and as a principal advisor to US AID's project on Options for Developing a Long Term Sustainable Iraqi Oil Industry. Jaffe was among the 2004 Key Women in Energy-Americas honorees in the Pathfinders/Trailblazers category and was among Esquire Magazine's 100 Best and Brightest honorees in the contribution to society category in 2005. She is a member of the Council on Foreign Relations and received the 1994 Award for Excellence by the International Association for Energy Economics. Prior to joining the Baker Institute, Jaffe was the senior editor and Middle East analyst for Petroleum Intelligence Weekly, a respected oil journal. Ms. Jaffe has written for a variety of publications including the New York Times, Dow Jones International, and the Mideast Report.




Commissioner Elizabeth Ames Jones
Texas Railroad Commission

A sixth generation Texan from San Antonio, Commissioner Elizabeth Jones was elected three times to the Texas House of Representatives before her appointment in 2005 by Governor Rick Perry to the Texas Railroad Commission. In November 2006 she was elected to serve a six-year term.

She currently serves as the Railroad Commission's representative to the Coastal Coordination Council (CCC), the Coastal Land Advisory Board, and is a member of the Interstate Oil and Gas Compact Commission (IOGCC). Commissioner Jones was appointed by the IOGCC to represent its interest in the Research Partnership to Secure Energy for America (RPSEA). A non-profit corporation, RPSEA partners with energy-related entities and research organizations to help meet the nation's need for hydrocarbon resources.

During her tenure in the Texas Legislature, Commissioner Jones was one of Texas' three appointees to the Southern States Energy Board, whose mission is to enhance economic development and to improve living conditions through innovations in energy and environmental programs and technologies.

She also served as Chairman of Budget and Oversight for the Energy Resources Committee and served on committees such as the Appropriations, Local and Consent Calendars, and Select School Finance. In addition, she successfully spearheaded efforts to establish a public umbilical cord blood center in Texas. The Texas Cord Blood Bank, located in San Antonio, will store and provide umbilical cord stem cells to treat diseases like leukemias, lymphomas, sickle cell anemia and primary immunodeficiencies.

The recipient of many awards recognizing her work ethic in the Legislature, Commissioner Jones understands how important industries regulated by the Commission are to our state's economy and to our national security. She will continue to work steadfastly to ensure the protection of our state's natural resources as well as foster the growth of a strong domestic energy industry.

A graduate of the University of Texas at Austin, she and her husband Will are the parents of two college age children.




Russell Martin

The Carbon Market: From a Carbon Capture and Storage Perspective

Following a career steeped in CO2 project development, Russell Martin joined Blue Source as Executive Vice President running the Company's Houston office. From 1980 to 1987, Russell worked for Dresser Industries in a number of accounting positions before accepting a position with Enron Corp. in late 1987. In late 1996, he joined Shell Oil Company as Manager of their CO2 marketing team. Russell led the effort to form Shell CO2 Co. in 1998 and was named Vice President of Business Development of the joint venture between Shell and Kinder Morgan, which acquired Shell CO2 Co. in 2000 where Russell continued as the vice president of business development. Russell lives in Houston, where he heads the Blue Source office, and is married to Lynne and has two grown children.




Nancy L. Sauer

Nancy Sauer operates a consulting business specializing in political risk assessment, government relations and business development services for corporations and nonprofits. Previously, Nancy held government relations management positions at Pennzoil Company, AIG (formerly known as American General Corporation), Unocal Corporation and Chevron. Her experience includes over 20 years in the oil and gas industry representing oil and gas exploration and production, refining, petroleum marketing, natural gas transportation and storage, real estate remediation and franchising operations. She is also a lecturer in government relations at Rice University's Jesse H. Jones Graduate School of Management.

Active in a wide range of public policy groups, Nancy has served on the Board and Executive Committee of the Public Affairs Council (Washington, D.C.) and the boards of the: Texas Association of Business (Austin, Texas), the Fort Bend County Chamber of Commerce (Sugar Land, Texas) and the Women's Energy Network (Houston, Texas). She has also served as a member of the American Petroleum Institute's General Committee on State Relations and the legislative committees of the: Texas Oil and Gas Association, Louisiana Mid-Continent Oil and Gas Association and the New Mexico Oil and Gas Association.

Nancy holds a M.A.T.S. from Covenant Theological Seminary and a B.A. in Political Science from Duke University where she was an Angier Biddle Duke Scholar. She has also completed advanced coursework in British Politics and History at New College, Oxford University, England.




Gregory R. Valliere

Gregory R. Valliere is a Senior Vice President and co-founder of Stanford Group Company's Policy Research, which has provided political, economic and industry research for institutional investors for more than 30 years.

Mr. Valliere coordinates political and economic research, focusing on how Congress and the White House shape fiscal policies. He is also responsible for coverage of the Federal Reserve Board's interest rate policies.

Mr. Valliere has been covering economic and political developments in Washington for institutional investors for the past 30 years, first at The Washington Forum, the predecessor of Stanford Washington Policy Research. A co-founder of the group, Mr. Valliere joined The Washington Forum in 1974 and became chief political analyst, and editor of The Washington Forum's publications. In 1980, Mr. Valliere was named Research Director. Currently he is Stanford Washington Policy Research's chief strategist.

He began his career in 1972 at "F-D-C" Reports, a trade publication that monitors the pharmaceutical industry, where he became Chief Congressional Correspondent and later News Editor. While in college, he was an intern at The Washington Post.

Mr. Valliere earned a degree in Journalism in 1973 from The George Washington University, where for several years he taught a course in newsletter writing.

Mr. Valliere is an exclusive commentator for CNBC. He appears regularly on all of the network's programs, including "Squawk Box," "Power Lunch," "The Closing Bell," and "Kudlow & Company." He also is quoted extensively in most of the nation's financial publications.
